Artificial intelligence. Fraud, cybersecurity... The State engages with Mistral to deploy AI in ministries

The State will strengthen its partnership with the French artificial intelligence start-up Mistral by launching several experiments in ministries, particularly in matters of cybersecurity and the fight against fraud, it was announced in Bercy on Wednesday, confirming information from the Echoes.

This new step, confirmed by the office of the Minister of Public Accounts David Amiel who signed the partnership, comes a few months after the generalization, in June, of an artificial intelligence assistant developed with Mistral to two million public agents.

Three use cases must be deployed as a priority in the coming weeks. The first concerns cybersecurity, as the State seeks to strengthen its defense capabilities after several computer attacks. The subject is particularly sensitive since the hacking which affected the General Directorate of Public Finances (DGFiP) this summer and led to the leak of tax data concerning 678,000 individuals and professionals.

Litigation for the Ministry of Justice or Fraud for Bercy

The Ministry of Justice, according to Les Echos, also wishes to test the use of AI for the processing of mass litigation in order to speed up the processing of cases and relieve congestion in the courts. Finally, Bercy intends to make greater use of artificial intelligence to target fraudulent behavior. The tax administration has already been using machine learning tools for several years to detect certain frauds, particularly real estate fraud.

This project represents an investment of six million euros over the period 2026-2027. In this context, Mistral must directly second engineers within administrations to implement the various use cases identified. The tools can be hosted on different infrastructures depending on the level of sensitivity of the data, whether Mistral infrastructures, Outscale’s sovereign cloud or administration data centers.

The partnership was concluded following a public procurement procedure and is not of an exclusive nature, according to Bercy. Mistral already has partnerships with several French public actors, including the Ministry of the Armed Forces, France Travail and Health Insurance.
