The meeting planned in Poland, which the political head of the Pentagon Elbridge Colby led, is essentially a working group focused on the future of NATO, according to six diplomats familiar with the planning. But many of the countries that did not receive an invitation – such as the UK, France and the Baltics – spend big on defense and play key roles in the alliance, leaving their diplomats wondering why they are excluded.
They question whether the administration is playing favorites in a way that could further fracture an alliance already grappling with growing Russian aggression and depleted weapons stockpiles.
“We are doing everything that is asked of us,” said an official from an excluded allied country. “We’re trying to understand what the criteria are and what the purpose of these meetings is. We haven’t been given much yet.”
