What exactly happened in the meantime remains a mystery as authorities investigate the circumstances. In surveillance video obtained by CNN, the moment of impact is blocked by a parked van.

CCTV footage shows moment man is hit by ICE vehicle
A man authorities say is an undocumented immigrant who was injured after being struck by an ICE vehicle in Houston, Texas, on Saturday. An ICE spokesperson said the man “ran in front of” the vehicle as it attempted to flee after officers attempted to stop the vehicle. The man is in stable condition in hospital with lower body injuries, according to authorities.
The incident occurred just days after an ICE-involved shooting in New York, in which agents shot and injured a driver while his 5-year-old child was in the backseat. ICE said the officers believed their lives were in danger after the man refused lawful orders to exit the vehicle.
Here’s what we know about what happened in Houston:
Federal agents were attempting to conduct a vehicle stop Saturday when two men got out of a white van and ran away, an ICE spokesperson said.
The target of the operation, undocumented immigrant José Mendoza-Cervantes, fled and has not been seen since, ICE said. The other man, later identified as Miguel Parra-Hernandez, is an undocumented immigrant from Mexico, ICE said.
Parra-Hernandez jumped out of the vehicle and ran into a parking lot, according to surveillance footage.
The video appears to show an unmarked black SUV speeding through the parking lot. Then, Parra-Hernandez disappears behind a parked van, blocking the moment of impact.
The parked van drives away, revealing Parra-Hernandez lying on the ground and the unmarked SUV stopped in front of him.
Parra-Hernandez has two broken legs and is expected to undergo surgery, his lawyer Kim Bruno told CNN.
The ICE spokesperson said Parra-Hernandez is an undocumented immigrant from Mexico who “ran in front of an ICE vehicle.”
ICE said it “immediately contacted emergency medical services and provided assistance” to Parra-Hernandez, who had non-life-threatening injuries and was in stable condition.
The other man, Mendoza-Cervantes, is still missing. ICE described him as a “threat to public safety” with several prior arrests for driving under the influence and for illegal possession of a firearm.
One of the ICE agents was trying to box Parra-Hernandez when he was struck, said Maj. Anthony McConnell of the Harris County Sheriff’s Office.
CNN has contacted ICE for comment on the surveillance footage.
The Harris County Sheriff’s Office is leading the investigation, with assistance from the Harris County Prosecutor’s Office.
Authorities are trying to obtain more surveillance footage from the scene, said McConnell, who heads the sheriff’s office’s Special Investigations Bureau.
CNN has contacted the sheriff’s office and prosecutor for additional information.
As CNN reported earlier this month, ICE agents will only be allowed to conduct vehicle stops if they have completed related training courses and must ensure that vehicles used for stops are equipped with lights and sirens, according to new internal guidelines reviewed by CNN.
The agency faced increased scrutiny during vehicle stops after two immigrants, Lorenzo Salgado Araujo in Houston and Joan Sebastian Durán Guerrero in Biddeford, Maine, were fatally shot by ICE agents in July in two separate incidents.
