Zelenskyy said Tuesday that he had raised these issues with Rubio.

“I am grateful for his willingness to help and his clear position. Firstly, it is the interceptors against ballistic missiles, which are necessary to protect lives. Secondly, it is the early warning in case of Russian ballistic missile attacks, which is vital. Thirdly, it is the situation around Starlink/Starshield, which must be restored,” he said in a post on social media.

The growing friction with the United States comes as President Donald Trump steps up pressure on kyiv to stop hitting Russian oil refineries and reach a peace deal with Moscow.

“Frankly, Russia has done well with Ukraine… They haven’t done much,” Trump told reporters Monday.

Trump’s special envoy Steve Witkoff traveled to Norway on Tuesday for a new round of negotiations aimed at ending Russia’s war against Ukraine.

The U.N. Human Rights Monitoring Mission in Ukraine said 328 civilians were killed and more than 2,000 injured across Ukraine last month, an 85% increase compared to September 2025. The U.N. said the first two weeks of October were among the deadliest for civilians in years, due to intensifying missile and drone strikes.
