Shasta County elections chief lost, then he locked the ballots

REDDING, Calif. — Clint Curtis thinks something doesn’t smell right in Shasta County. Literally.

As the registrar of voters in this Northern California community, Curtis was both an elections administrator and a candidate this summer. After losing, he certified the results as “complete, true and correct.”
