WASHINGTON, D.C. – A top DC city official has been identified as the victim killed in a collision involving two electric scooters in Southeast DC Friday evening.

What we know:

First District officers responded to reports of a crash at the intersection of 8th Street and Pennsylvania Avenue, Southeast, around 6:47 p.m.

Investigators determined that two e-scooter riders – an adult male and an adult female – collided inside the intersection.

DC Fire and EMS transported both riders to a local hospital. The operator, who was unconscious and not breathing at the scene, was pronounced dead at hospital despite rescue efforts. The driver was treated for her injuries and has since been released.

The victim was identified as Talib Shakir, 50, director of the Mayor’s Office for Returning Citizens’ Affairs (MORCA). Shakir, who was born and raised in Washington, was a returning citizen dedicated to helping others make the most of their second chances.

Mayor Muriel Bowser and the city released a statement confirming Shakir’s passing, noting his commitment to the neighborhood and his love of mentoring youth.

“It is with deep sadness that we announce the death of Talib Shakir,” the statement said. “Through his work in public service, most recently leading the Mayor’s Office of Returning Citizen Affairs, Talib is committed to creating opportunity for Washington, D.C. residents. Talib has made the most of his second chance and has dedicated himself to helping others do the same.”

The statement emphasizes Shakir’s mission at MORCA: ensuring returning citizens feel connected, valued and included in the city’s future.

“We are so grateful for the energy and love he put into doing just that for the city where he was born, raised and served,” the statement continued. “We share our love, condolences and prayers with Talib’s family and loved ones, the entire MORCA team and all members of our community relations teams who loved and learned from Talib.”

What we don’t know:

Investigators with the DC Police Major Accident Unit are actively investigating the fatal collision. Investigators have not said what caused the two scooters to collide or whether speed or mechanical factors were involved.
