On Monday July 20, Washington adopted a second set of financial sanctions against the Sudanese Armed Forces (FAS) of General – and de facto President – Abdel Fattah Abdelrahman Al-Bourhane for military use of chemical weapons. This American decision comes almost two years after the dropping of barrels of chlorine, in September 2024. Facts that the Sudanese army continues to deny.
These measures, which complete a first battery of financial sanctions decided in June 2025, greatly complicate the negotiations led by Washington to impose a truce. Since April 2023, the East African country has been ravaged by a conflict between the FAS and the paramilitaries of the Rapid Support Forces (FSR), led by General Mohammed Hamdan Daglo, known as “Hemetti”. The war has already left more than 200,000 dead, according to estimates by humanitarian organizations.
Both sides committed numerous war crimes and “Hemetti” is also under American sanctions, since January 2025, due to “its role in the systematic atrocities committed against the Sudanese people”. His lieutenants are even punished for “genocide” by Washington, following the abuses committed during the capture of the town of El-Fasher, the capital of North Darfur, in October 2025.
