
Trump administration unveils education tax credit, increasing pressure on Democratic governors
The Trump administration on Thursday released its plans for the first federal school choice tax credit, a move seen as increasing pressure on Democratic governors to allow their states to participate in the program.
The Treasury Department unveiled a pair of rules for a long-sought federal scholarship tax credit to support college expenses. The program, dubbed the “Education Freedom Tax Credit” by federal officials, would give donors to nonprofits that support education spending a dollar-for-dollar tax credit of up to $1,700 per year. Married taxpayers filing jointly will be able to receive a credit of up to $3,400.
These education expenses could include private school tuition, tutoring and special education services, raising questions about the extent to which public schools and their students would benefit from the credit. The Treasury said it had been asked to clarify what counts as qualifying expenditure and that it intended to “publish this guidance as soon as possible so that taxpayers can rely on it”.
Republicans have sought for years to create a federal scholarship tax credit program, while Democrats have raised concerns about its potential impact on the public school system. The credit, which was created by the Republican Party’s 2025 domestic policy and tax law, is expected to take effect next year.
