
Cases of federal election fraud against non-citizens call into question Democrats’ denials
New Jersey Voter Fraud Sparks New Pressure for SAVE Act
Congressman Chip Roy details the urgency of the Save America Act to secure federal elections. Federal authorities have made arrests in a series of election-related indictments against non-citizens in recent weeks, encountering Democrats’ claims ranging from this type of voting being “extremely rare” to assertions that it “just doesn’t happen.”
The cases come amid a partisan fight over the SAVE Act, which would require proof of citizenship to register to vote federally. Democrats say the measure would make it harder for eligible Americans to vote.
“Let me be perfectly clear: This is not a problem. Non-citizens don’t vote in U.S. elections,” Rep. Mary Gay Scanlon, D-Pa., said in 2025 after voting “no” on the bill at the time.
Three non-citizens were arrested this month in Philadelphia County, which Scanlon partly represents, and charged with election-related offenses.

Trinidad and Tobago national Sade Guppy allegedly voted illegally in the 2022 midterm elections, while Haitian illegal immigrant Cliff Sanon was accused of submitting a fraudulent voter registration application ahead of the 2026 Pennsylvania primary.
DHS also pointed Fox News Digital to Mauritanian illegal immigrant Mahady Sacko, who is accused of voting in seven federal elections since 2008.
Fox News Digital has contacted Scanlon for comment.

On Wednesday, Attorney General Todd Blanche announced the indictments of 10 foreign nationals accused of committing voter fraud in Minnesota alone, including during the August primary, saying the issue should not be a “partisan concept.”
The suspected illegal voters captured come from Brazil, Ghana, Germany, Bosnia and Herzegovina, Liberia and Canada.
Sen. Alex Padilla, Democrat of California, also called non-citizen voting “extremely rare,” while denouncing the SAVE Act as “anti-voter” and saying Trump is trying to “scapegoat immigrants.”
Asked by Fox News Digital on Wednesday about the wave of arrests, Padilla reiterated that the crime is “already illegal and all legitimate studies show it is extremely rare, despite Donald Trump’s claims to the contrary.”
“The Justice Department’s arrest of a dozen people after investigating millions of the 174 million registered voters in the United States confirms that,” he said, adding that he wants the Justice Department to instead focus on reported delays in the voter registration process in states like Texas to ensure every eligible voter can cast a ballot.

Padilla called the recent announcement of 12 arrests “a desperate attempt by Republicans to distract from their record of rising costs, chaos and corruption that is harming the American people.”
Rep. Joe Morelle, D-N.Y., called the SAVE Act “extremely dangerous” and “voter suppression.” His office responded to Fox News Digital but had no comment before press time.
Last month, Democratic Rep. James Walkinshaw of Fairfax County, Virginia, spoke similarly on MS NOW.
“It’s so rare that it’s almost impossible to measure. It just doesn’t happen,” Walkinshaw said, speculating that Trump is trying to resurrect the “big lie” and “complain about the fact that he lost the 2020 election” by posturing to make similar claims after Republicans lost the midterm elections.
Fox News Digital also sought comment from Walkinshaw and Sen. Bernie Sanders, I-Vt., who said in March that “non-citizens don’t vote in American elections.”
New Jersey Gov. Mikie Sherrill also revealed over the summer that about 400 noncitizens had voted in the state while resisting calls for additional federal oversight.

Three New Jersey residents were also charged this month with voting illegally and making false statements on citizenship applications. They came from Jamaica, Venezuela and Senegal.
Asked about this dynamic, a DHS spokesperson told Fox News Digital that the agency cannot comment on ongoing investigations, but remains committed to “eliminating and investigating election fraud wherever it can be found,” demonstrating the evidence.
“Even though the media and Democrats have denied it for decades, non-citizens continue to register and vote in federal elections,” White House press secretary Lauren Bis told Fox News Digital.
