China considers new export bans on technologies covering AI, biotechnology and solar energy
China on Friday unveiled a draft plan to impose new export bans affecting 14 technologies in sectors ranging from artificial intelligence to biotechnology and solar photovoltaics.
The notice – jointly issued by China’s Ministry of Commerce and China’s Ministry of Science and Technology – proposes export bans on a range of AI-related technologies; certain cell and gene therapy technology platforms; and the technology to produce certain types of solar cell modules.
It also lists 26 other technologies from the three sectors that would face new export restrictions.
The AI measures cover 23 areas, including advanced AI models, agents and computing clusters, but the notice clarifies that the restrictions will not apply to technologies already in the public domain – such as open source systems or those that have been published in academic articles.
