The Russian Foreign Ministry issued a warning to foreign nationals and diplomatic staff in kyiv on Saturday (October 3), warning them that remaining in the Ukrainian capital poses “mortal danger” as Russian forces continue to launch airstrikes across the country, Russian state media reported.

In an official dispatch, Moscow warned foreign citizens, including accredited representatives of foreign diplomatic missions, against any stay in kyiv or any travel to Ukrainian territory.

Russia’s Foreign Ministry said its armed forces would systematically intensify aerial bombardments, calling the operations “massive and sustained retaliatory strikes.”

Moscow’s warning marks an explicit rhetorical escalation against foreign embassies operating in kyiv, coming amid an intensifying wave of ballistic missile and jet drone barrages aimed at the capital’s central administrative districts, river crossings and municipal utility networks.

Diplomatic threats

The Russian statement comes directly in response to international reports regarding possible emergency protocols between Western embassies stationed in the capital.

The Guardian reported that senior Western diplomats had drawn up contingency plans to evacuate staff from kyiv to the western city of Lviv or across the border to eastern Poland if the Kremlin began deliberate kinetic strikes against foreign diplomatic representations.

Asserting Belarus’ alignment with Moscow, Lukashenko joked that he and Vladimir Putin are debating which of them is the bigger “co-aggressor.”

Western diplomats cited in the report said that although missions publicly maintain an uninterrupted diplomatic presence to avoid handing Moscow a symbolic victory, private assessments have warned that the capital’s security situation is rapidly deteriorating as winter approaches.

The Ukrainian Ministry of Foreign Affairs (MAE), however, refuted claims that foreign representations were preparing to withdraw.

Ukrainian Foreign Ministry spokesperson Heorhii Tykhyi confirmed on Friday that established international diplomatic protocols require formal prior notification to host governments before the move of any mission, emphasizing that no transfer notices or appeals had been submitted by foreign missions to kyiv.

Despite recurring air raid alerts and collateral damage to surrounding urban infrastructure, allied diplomatic missions have maintained continuous operations in kyiv since their return in mid-2022 following the defeat of Russian forces around the capital.

The U.S. State Department, while maintaining its Level 4 “Do Not Travel” advisory for Ukraine due to active hostilities, reaffirmed that the U.S. Embassy in Kyiv remains open, staffed and operational.

Infrastructure targeting

Moscow’s threats against the diplomatic corps coincide with a concerted air offensive aimed at crippling kyiv’s civilian life support systems, transit arteries and transport infrastructure.

Kiev Mayor Vitali Klitschko warned on Friday that maintaining basic municipal functions despite relentless missile and drone attacks had become an urgent matter of “security and survival” for the city’s three million residents.

Klitschko warned that municipal authorities can no longer operate in peacetime conditions as strikes hit bridges, energy facilities and residential neighborhoods.

The mayor’s warning was underlined by consecutive drone strikes against strategic crossings on the Dnipro River.

Municipal authorities were forced to halt vehicle traffic on the South Bridge on Friday after repeated rounds of stray munitions damaged the roadway and protective barriers protecting the metro’s Green Line level crossing.

On Saturday morning, a Russian jet drone struck the North Bridge, cutting overhead trolley cables and damaging the road surface, disrupting westbound commuter traffic.
